Leadership Teams

The Education & Organizational Development leadership team coordinates efforts across the organization to ensure collaboration and alignment of projects. The team spearheads initiatives to create and implement internal programs and policies that support the work of the organization. Additionally, the team is responsible for developing and executing educational programming for the IIS community.

Education & Organizational Development Leadership Team

 

Alison Chi, MPH | Senior Director of Education & Organizational Development 

Alison Chi joined AIRA in November 2011 and became the Senior Director of Organizational Development in September 2022. Alison began her work with the immunization information system (IIS) community as a Provider Outreach Specialist for the Citywide Immunization Registry (CIR) at the New York City Department of Health and Mental Hygiene. Alison’s work for the CIR spanned a variety of capacities including Director of Electronic Health Record-IIS Interoperability. She also worked as a Senior Administrator overseeing a data collection system used by Health Resources and Services Administration-funded community-based organizations to provide services to people living with HIV/AIDS. 


 

Carmela Gupta, MPH | Director of Education & Outreach 

Carmela Gupta joined AIRA in September 2014 as a Senior Program Manager and became the Director of Education and Outreach in August 2022. Prior to this role, Carmela worked for the Idaho Immunization Program for five years, first as the School and Childcare Immunization Coordinator and later as the Immunization Outreach and Communication Manager. Carmela has experience with immunization policy, outreach and communication, conference planning, resource and curriculum development, graphic design, and immunization information system forecasting. 

 


Janette Carson, PHR, SHRM-CP| Human Resources Manager 

Janette Carson joined AIRA in April 2026 as the Human Resources Manager. She brings more than 15 years of human resources experience across the nonprofit sector, including food justice, aging services, and behavioral health. She is passionate about building people-centered programs that strengthen culture and foster inclusive work environments where people can thrive. She approaches HR as a strategic partner, translating organizational needs into practical, human-focused solutions. Janette's experience spans talent acquisition, performance management, compliance, and process management, as well as supporting employee well-being and development.
